Georgia has one of the most homeowner-friendly appeal systems in the country, with three appeal venues to choose from and a unique three-year value freeze on successful appeals. Effective tax rates run roughly 0.8% to 1.2% in most metro counties.

Georgia Filing Deadline

The deadline is 45 days from the date of your annual Notice of Assessment. Notices are mailed by the County Board of Tax Assessors, typically in late spring or early summer (the exact date varies by county). The 45-day clock is strict — missed deadlines forfeit the year.

Three Appeal Venues — Pick One

Georgia is unusual in giving homeowners a choice of appeal forums when they file. You select one of:

  1. County Board of Equalization (BOE). The most common path. Citizen-board hearing, no filing fee. Typically the right choice for residential homeowners.
  2. Hearing Officer. Available only for non-homestead property valued over $1 million. The hearing officer is a certified appraiser; outcomes tend to be data-driven and predictable.
  3. Binding Arbitration. Requires submission of an independent fee appraisal at the time of filing. The arbitrator picks either the county’s value or the appraisal value — no compromise. Best when you have a recent independent appraisal supporting a clearly lower value.

If you lose at any of those venues, you can appeal to Georgia Superior Court.

Statutory authority: O.C.G.A. §48-5-311.

The Georgia 299C Value Freeze

Under O.C.G.A. §48-5-299(c) (the “299C freeze”), if you successfully reduce your value through the appeal process, the county generally cannot raise your value for the next two assessment years (so the reduced value is locked in for three years total). Exceptions apply for substantial improvements or zoning changes. This makes successful Georgia appeals particularly valuable on a multi-year basis.
